Update an organization execution pool.

Updates supported pool fields under the authenticated organization fence. receiptForwarding is an explicit pool-scoped opt-in; omission preserves the prior value and absent legacy metadata is false.

Re-converge a daemon projection with committed host authority.

The caller projection identifies the current authority; its quarantinedSessions field is discarded, and stored platform quarantine authority is retained unless matching terminal proof permits removal.

Read hourly fleet occupancy and admission wait.

Rolling window split into UTC hours, with partial edge buckets in slot-hours. Capacity is the current live seat-host capacity. Percentiles use linear interpolation; waits include all started sessions, including interactive sessions. Host and session reads respect the caller project fence.
